Nikkei plunges on 1st trading day after quake A man looks at a securities firm's stock board in Tokyo.

The Tokyo stock market plunged Monday, its first business day after an earthquake and tsunami of epic proportions laid waste to cities along Japan's northeast coast, killing thousands and potentially causing tens of billions of dollars in damage.

Developments elsewhere were more muted -- an indication that investors think the costs facing Japan may not spill over significantly. In Europe, sentiment was partly supported by the weekend agreement of a broad package of measures to ease the government debt crisis that has already forced Greece and Ireland into seeking bailouts.

However, most attention was centered on Japan, and how the world's third-largest economy is dealing with the catastrophic events of last Friday. Financially, the situation is made even more difficult by the fact that Japan's debt stands at around 200 percent of its national income and its economic recovery came to a grinding halt in the last three months of 2010.

The Bank of Japan was quick off the mark Monday, injecting a record 15 trillion yen ($183.8 billion) into money markets to try to defend the already fragile economy. By flooding the banking system with cash, the central bank hopes banks will continue lending money and meet the likely surge in demand for post-earthquake funds.

"It was certainly an emotion charged-day on Asian equities with breaking news circulating seemingly every few minutes ranging from record liquidity injections from the BoJ to further catastrophes at other nuclear reactors," said Chris Weston, a trader at IG Markets. "The end result was panic and indiscriminate selling."

In one of the most dizzying days for Japan's stock market since the 2008 financial crisis, the benchmark Nikkei 225 dived 633.94 points, or 6.2 percent, to close at 9,620.49 -- wiping out this year's gains and hitting its lowest level in four months.

Worries about the economic impact of Friday's disaster, including massive power shortages that could disrupt factories, triggered a broad sell-off that hit all sectors.

Tokyo Electric Power Co. nose-dived more than 23 percent as it struggled with malfunctioning nuclear reactors and a power shortage that led the company to warn it may need to ration electricity. And companies with nuclear power-related businesses registered staggering losses, including Hitachi Ltd., down 16.2 percent, and Toshiba Corp., down 16.3 percent.

Car makers declined, too, partly because quake-stricken northeastern Japan is a major center for auto production, complete with a myriad of parts suppliers and a network of roads and ports for efficient distribution. Major vehicle manufactures have halted production around the country. Toyota Motor Corp., the world's largest automaker, fell 7.9 percent, Honda lost 6.5 percent, and Nissan dropped 9.5 percent. Mitsubishi Motors Corp. lost 11.8 percent and Isuzu Motors Ltd. plummeted 9.2 percent.

Insurance companies -- many of which will likely face heavy claims for lost property and infrastructure -- also suffered sharp drops, including Tokio Marine Holdings Inc., down 12.4 percent. Cosmo Oil, whose refinery has been on fire since the 8.9-magnitude quake, slid by a withering 21.6 percent.

While Japanese shares sunk, the yen struck a new four-month high against the dollar thanks to its status as a safe haven for investors to park their cash. However, the Bank of Japan's announcement took the shine off during a day of volatile trading.

By mid-morning London time, the dollar was 0.6 percent higher on the day at 81.98 yen. Earlier the dollar had tumbled to a four-month low of 80.60 yen, not far above its post World War 2 low of 79.75 yen.

"The initial positive yen reaction likely reflects both a pick up in safe haven demand for the yen as broader market risk sentiment has deteriorated, and investors anticipating a pick up in quake-related yen supportive capital inflows," said Lee Hardman, currency economist at The Bank of Tokyo-Mitsubishi UFJ.

Meanwhile, the euro was 0.2 percent firmer at $1.3966, its fortunes bolstered somewhat by a surprisingly broad European package of measures to deal with the government debt crisis that has over the past year threatened the existence of the euro currency.

In an early Saturday announcement, eurozone leaders increased the size of the bailout fund -- the so-called European Financial Stability Facility -- and lowered the interest rates on the loans bailed-out Greece has taken out. They also revealed that the bailout fund can buy bonds directly from governments in exceptional circumstances but only if those countries agree to further austerity measures.

The deal helped support European stock markets despite the worries over Japan.

Stock indexes in Greece, Portugal and Spain rallied sharply. The FTSE 100 index of leading British shares was more or less unchanged at 5,827 while France's CAC-40 fell 0.2 percent to 3,922. German shares underperformed their peers partly because Germany is the country has the deepest coffers in Europe and will have to pay the lion's share of the revamped bailout facility. The DAX index was down 0.6 percent at 6,940.

Wall Street was poised for a modest retreat at the open -- Dow futures were down 43 points at 11,960 while the broader Standard & Poor's 500 futures fell 4.6 points to 1,296.90.

Elsewhere in Asia, China's main stock market, the Shanghai Composite Index, rose 0.1 percent at 2,937.63 and the Shenzhen Composite Index of China's smaller, second exchange gained 0.9 percent to 1,310.99.

Hong Kong's Hang Seng gained 0.4 percent to 23,345.88 and South Korea's Kospi gained 0.8 percent to 1,971.23.

Meanwhile, oil prices fell amid the uncertainty generated by the Japanese quake despite ongoing worries about how the crisis in Libya will pan out. Benchmark crude for April delivery was down $1.99 at $98.18 a barrel in electronic trading on the New York Mercantile Exchange.

Demand for education on IPv6 security risks prompts first SANS course for the ... - AME Info

The new protocol adds additional features as well as offering a 128-bit address range. Its future adoption is almost certain as available IPv4 addresses are likely to be exhausted within 18 months based on current consumption rates.


IPv6 is enabled by default in Windows 7 and is implementations for OSX and Linux. In many of the recent operating system updates, it has been turned on by default and is also inherent in devices running Apple's IOS such as iPads as well as some Google Android devices with IPV6 also enabled by default.


Security 546: IPv6 Essentials introduces network administrators and security professionals to the basic concepts of IPv6 and provides an ideal refresher to other SANS courses such as the SEC503 Intrusion Detection in Depth.


Shackleford highlights that the growth of mixed IPv4 and IPv6 networks, in some cases without the knowledge of IT security teams, can introduce a variety of potential security risks. Attacks designed to exploit IPv6 enabled devices could also be missed by intrusion detection systems that have not been correctly configured to deal with IPv6 traffic.


"Before IT professionals meet these IPv6 challenges out in the field, it is highly advisable to gain a good understanding of the technology, risks and methods of defending against attacks." Shackleford advises, "The addition of the IPv6 Essentials course at our Gulf event is a direct result of a recent spike in requests for other attendees and we are rapidly filling up so it is advisable that individuals that are interested in attending should register within the next few weeks," he adds.

Samsung and Daegu high school have agreed to create a “Smart School” by using Samsung’s Android tablets in the classroom, for sharing educational content. Specialized classrooms will be created according to subjects or SCAS (a system where students migrate to a particular classroom depending to their learning abilities).


The Galaxy Tabs will be preloaded with apps and a specially optimized UI with RFID functions that provide teachers with convenient tools for managing students. Teachers will also be able to use the tablets to communicate with kids and their parents – making sending report cards less of a hassle than it used to be. Not to mention, kids won’t be able to forget to bring their cards home – if they’re digital. Teachers can just mail them to parents as well.


It’s nice seeing technology used to help out in the education system. Perhaps in the future, paper books will be completely replaced, making the classroom green as well as modern. I wish I had tablets to play around with when I was back in school. Times really have changed!

Review: A Tale of Three Tablets - Network World

As the popularity of Apple’s iPad continues to grow, we’re seeing more competitors jumping into the space with their versions, all with the hopes of duplicating or getting close to the tablet experience offered by the iPad. Over the past few weeks I’ve had the opportunity to test out three different tablet systems (two from Acer, one from Fujitsu). With different audiences aimed at (consumer, enterprise, education, etc.), each tablet has the opportunity to make their own impact into the new tablet market.

Tablet 1: Iconia A500, by Acer, about $450.

What is it? A 10.1-inch tablet that runs the Android 3.0 Honeycomb OS, the Iconia Tab A500 includes a 1 GHz NVIDIA Tegra 2 dual core processor,1GB of RAM, 16GB of storage space (support for 32GB on microSD card), a 5 megapixel rear-facing digital camera/camcorder, 2 megapixel front-facing camera, and 802.11b/g/n wireless (only 2.4GHz on 802.11n). Other PC-like features include Bluetooth 2.1, 2 USB 2.0 ports (one regular, one micro), docking station port, gyro-meter, compass and a three-cell lithium-polymer battery.

Unique features: Like other Android tablets I’ve seen, this one feels like an extension of an Android smartphone, yet with a larger screen. On the main screen the Acer Zones feature organizes apps by category, letting you switch between eReading, games, multimedia and social networking apps. Or you can just click the Apps button to get a listing of all the apps, or add ones that you download from the Android Marketplace to the home page. The Clear.fi app automatically connects all of the other devices on your network (smartphone, notebook, PC, home storage, etc.) and access the media files from those devices.

Compared to iPad: The Android OS probably comes closest to an iPad-like experience in terms of the touch-screen interface, tap-to-open apps and the ability to add new apps via the downloadable Android Market. Setting everything up is annoying – getting the device to work with my corporate Wi-Fi network was a pain, and I needed to update the Flash Player app via Android before I could watch Flash-enabled videos on a Web site (one of the major selling points of Android over Apple iOS).

At times the system seemed slower, but this could also be due to the choppy nature of the corporate Wi-Fi network. When I connected to my home network, updating apps and downloading new apps seemed to go much quicker.

Having PC-like additional ports on the device is interesting, but they seem to be t here only for the additional accessories that are sold separately (for example, the $80 charging dock, the $30 power adapter or the $40 protective case).

Bottom line: With an experience that mirrors the iPad in terms of apps available and user interface, the A500 is geared towards users who are either annoyed with Apple, are really big fans of Android, or those looking to say they have a tablet that’s not an iPad. Plus, you get all of the Angry Birds games (regular, Seasons and Rio) for free!

Tablet 2: Iconia W500, by Acer, about $550.

What is it? The W500 is a dual-purpose device – it can operate as a tablet/slate, or you can connect it to a keyboard that also doubles as a protective carrying case. It looks more like a notebook at first than a tablet. The device runs on Windows 7 (Home Premium or Professional), has a 10.1-inch multi-touch screen, AMD dual-core processor (1GHz) , 2GB of RAM, 32GB Solid State Drive, dual 1.3 megapixel cameras (front and rear), and 802.11b/g/n Wi-Fi. The device is aimed at an education, health care and general business audience, Acer says.

Unique features: The keyboard attachment makes it easy to detach from the office and bring into a meeting, or for workers who need to be more mobile. When connected to the dock, it was nice to be able to work on the device as if it were a notebook, making text input a lot quicker and easier via keyboard than having to type something with my fingers on the screen. The attachment also has an Ethernet port, which was great for connecting to the Internet for application and OS updates – especially with Windows 7 updates, it’s nice having that Ethernet wire instead of having to hope for a good Wi-Fi connection. Like the other Iconia device, this one has the Clear.fi app for organizing and accessing multimedia stored on different devices within the same home network.

Compared to iPad: With a Windows 7 OS, the W500 is geared more towards workers or markets with a need for Windows-based applications. The “apps” on the device don’t operate like they do on Android or Apple iOS devices, but are rather shortcut links to Web pages or other Windows 7 programs. The W500 reminded me more of the earlier days of tablets, when they were called slates, well before the iPad came along. The two cameras on the W500 are geared more towards Web chatting rather than any digital camera or video taking that the other tablets would offer.

Bottom line: Windows 7 is not a particularly good tablet operating system, so comparing it to the iPad or an Android tablet could be seen as unfair. However, designing a tablet to look and feel like those devices could confuse users into thinking that Windows 7 should be compared to that – in reality, the W500 is more like a netbook or earlier slate/tablet device.

Tablet 3: Stylistic Q550, by Fujitsu, starting at $730

What is it? Keeping to the Windows 7 theme, the latest slate tablet from Fujitsu makes no claims about competing against the iPad and other Android tablets, but rather wants you to know that it’s a “business-class slate PC” aimed at business, health care, government and educational markets. With this in mind, the 1.7-lb. Q550 includes Windows 7, an Intel Atom processor (Z670), 10.1-inch backlit anti-glare display, removable battery (with up to 8 hours of life in its four-cell option), and military standard (810G tested) support for environmental conditions (drop, dust, shock and temperatures). On the security side, the Q550 includes a biometric fingerprint sensor, integrated SmartCard reader slot, full disk encryption and embedded Trusted Platform Module (TPM) support.

Unique features: The display supports a digital pen input (hey, a stylus on a tablet! I remember those!), as well as multi-touch – the device also includes handwriting recognition software, not seen since the pre-iPad days of tablets. The anti-glare screen is nice for workers who need to use a tablet outdoors. Beyond Wi-Fi connections, integrated 3G wireless will be supported in August, Fujitsu says.

Compared to iPad: Fujitsu doesn’t really want me to compare the Q550 to the iPad, but rather wants enterprises and business users to know that there is a slate/tablet with features they need (Windows app support, security features such as disk encryption, biometrics, etc.) In essence, the Q550 will likely be compared to other “enterprise tablets” in the space, such as those from HP or Motion Computing. If you’re looking for a consumer-like tablet that’s like an iPad, look elsewhere.

Bottom line: The Q550 gives companies that are looking to provide tablets for their mobile workers (especially in the health care, education and field worker space) an option away from the iOS and Android tablets of the world, which are clearly aimed at consumer and entertainment purposes. The additional security features offered by the Q550 are nice, but I’m still a little wary of Windows 7 as a tablet operating system.

iCloud's senior product manager departs Apple - CNET

The senior product manager for Apple's iCloud service has left the company to take a spot as vice president of product at health education company HealthTeacher.

John Herbold, who joined Apple in early 2006, was most recently the senior product manager for iCloud, having previously worked on MobileMe.

HealthTeacher announced the news of his joining the company this morning, saying that Herbold will be helping to extend its digital efforts.

"John has a proven background of engaging audiences across the devices we use to learn, play, socialize and be entertained," said Scott McQuigg, CEO of HealthTeacher, in a statement. "Applying his experience developing world-class interactive products, John will lead our efforts to broaden digital engagement with kids, their families and their teachers, all focused on measurably improving youth health."

In the release, Herbold's duties at Apple are also expanded on some more:

Most recently at Apple, John played a key role in the creation, development and launch of iCloud and led the development and marketing of Photo Stream. Prior to launching iCloud, John was a Senior Product Manager on Apple's MobileMe team. While at Apple, John defined, shipped and marketed numerous products including iPhone and iPad apps, web apps and cloud services.

The management team for MobileMe reportedly underwent a dramatic shake-up shortly after its launch. A feature article in Fortune last month described a closed-door meeting with Apple CEO Steve Jobs shortly after the bumpy launch of the service, wherein Jobs shamed the employees and restructured the group. Herbold's position as the senior product manager of that product and its successor suggests that he weathered that storm.

Apple plans to launch iCloud to customers in the fall, alongside iOS 5. The cloud-based service is focused on moving files across devices, and applications as well as serving as a backup service for the company's iOS devices.

Les positions rétablies 13.3 proposées la semaine dernière des réductions d'incluent restaurer un enseignant de santé à temps plein ; restaurer un enseignant de l'école primaire dans son ensemble ; restauration d'un professeur de musique à temps plein ; restauration d'un professeur de mathématiques éliminé à temps partiel ; restauration d'un travailleur à temps partiel de la social ; restauration d'un professeur de français à temps partiel ; restaurer un aide de la bibliothèque ; et la restauration d'one GEAR UP (sensibilisation précoce gagne et préparation pour les programmes de premier cycle) enseignant à temps partiel.


Les postes ont été restaurés en raison d'un gel des salaires a accepté de lundi après-midi par l'Association des enseignants Weedsport, le syndicat d'enseignants qui représente près de 80 employés de district.

Weedsport résident Mark Soutar dit qu'il veut voir o ' Connor à prêcher par l'exemple avec sacrifices et dit que vouloir communication ouverte du district.


« Communication et sacrifice égale sont mes plus grands problèmes », dit-il. « (Le district) nécessaires pour communiquer avec les gens et ceux qui est de demander des réductions devrait prendre coupes. »

Driscoll testifies that DiMasi was step push for contract - Worcester Telegram

L'administration de Corbett veut engager des procédures d'évaluation de l'État du Minnesota qui commencent par l'année de l'école de 2012-2013. Secrétaire à l'éducation Ronald J. Tomalis dit lundi qu'un tel plan utiliserait le rendement des élèves comme moyen principal de juger la capacité de l'enseignant, ajoutant qu'il s'est félicité de peuplement de l'union.

L'union - qui représente 120 000 enseignants de 483 des districts scolaires 500 de l'État, plus personnel de soutien de 40 000 - implicitement approuvé l'idée d'utiliser les résultats aux tests d'étudiant pour évaluer des enseignants lorsqu'il soutenue soumission de l'État en 2010 pour une course fédérale à la subvention de haut. Brown urged to restore funds for databases of education - Los Angeles Times

Educators and a state legislator are calling on Gov. Jerry Brown to restore funding to two computer databases that track the performance of students and teachers and could provide insight into the effectiveness of key academic programs.

In his latest proposed budget, Brown called for cutting nearly $3.5 million in funding for the two programs, which have long been in development. The student database, known as CalPADS, went online almost two years ago and was about to start producing statistics on the number of students who dropped out over the last four years. The teacher database, known as CalTIDES, had been scheduled to go online this year but has been delayed.

"My impression is they're not cutting in the second or third inning, they're cutting in the ninth inning" when the state was on the verge of receiving useful and important data, said Arun Ramanathan, executive director of Education Trust-West, an Oakland-based nonprofit.

Brown proposed using the money, plus an additional $5 million that had been saved by a previous veto of one of the programs, for other testing areas.

In 2002, state legislators approved spending $6 million to fund CalPADS, which tracks students' performance on standardized tests over time; its implementation was delayed because of infighting among state agencies. And in 2009, legislators also voted to allow school districts to include student test score data in teachers' evaluations, a move that allowed the state to be eligible for a competitive federal grant. California did not ultimately win that money.

Then-Gov. Arnold Schwarzenegger also vetoed some funding for CalPADS last year, saying that it was ineffective.

The databases would have allowed policymakers to determine whether some key programs are effective, according to legislators. For example, educators could determine whether students enrolled in classes designed to help them learn English were making progress because their test scores could be compared to their previous performance.

"Absent this information, we're left with a series of frustrations," said state Sen. Joe Simitian (D-Palo Alto), who originally introduced legislation to create some of the databases. "This is really about spending tens of billions of dollars with good results."

California spends about $60 billion a year on K-12 education.

Not funding the databases could lead to a cut in federal dollars, Simitian and others said. The Obama administration had made reporting graduation rates a key component in receiving a type of federal funding.

A spokesman at the U.S. Department of Education declined to comment.

Brown has said he believes individual school districts can keep track of their own data. Brown and his staff are reviewing budget proposals, but the governor's proposed budget said that testing requirements were "cumbersome" and required instructors to "teach to the test."

"We want to make sure" test data is "actually useful," said Brown spokeswoman Elizabeth Ashford.
